CHAPTER 5
THE YOUTH TODAY

During a conversation with a mom of 37 years in her lounge, his son of 17 years passed through her for going out, without saying her any word. Impatient, she asked: "Where are you going ? ". The boy did not reply to the woman’s request, telling her abruptly: "You have never understand me " and he went out. The lady told me sadly: "I am only 37 . I am not yet too old. He always replies me the same way when I want to know what he does. Really, I cannot understand what he wants".

Conflict between adults and young
Some parents and teachers just see among young people only consumption, selfishness, loss of faith, lack of morality. Or they complain of the  misguided youth leading an idealless life, irresponsible, rash, exuberant,  and arrogant, in showing contempt for the traditions of their predecessors. Each time they open the mouth, some adults have the habit to compare "youth of formerly" with "the youth of today," in telling the exploits of their past “impeccable”. How can we avoid a permanent conflict between adults and young people? Adults and young people often say they do not understand each other.

By analyzing a little more deeply this subjective observation on the part of some adults, we note that they have the tend to simplify the problem. Assign to the youth a mentality of rebel would be little right and unfounded just logic. In contrast, say that the youth of today has a high ideal being thirsty in searching for a   honest life, responsible, altruistic...it upsets the victims or witnesses of the degradation of some young people. The United States, Japan, France... and several other countries are recognized as very advanced in the technical and economic areas. However, the main actors have transformed the image of their country gets a very small percentage in relation to the population. Similarly, it is sufficient to a small group of people to disrupt or power a whole district upset or a whole city.

Strange Behavior of young people: harbinger characteristic of the postmodernism.
In a certain point of view, strange behaviors, the aggressive intentions of these young are a sign of time, an urgent appeal to those responsible for seeking a solution for an adequate adaptation to the present time. The explanatory theories on the rites of apprenticeship and on the experiences of adolescents all stress the rites of passage from a life time to another one or  according to the idiom of Raymond Boudon” a recent characteristic, harbinger of post-modernity” [1] In any cultural sphere it happens easily but in Viet Nam, in addition to these rites, there is the weight of tradition and difficulties of adaptation to the social. Being occupied from early morning to late evening, some parents do not care about  what their children  become ,let them grow as they want and as they can. The mother returned late in the evening while the father, by concern to collect money in maximum, is in continuous displacement, just comes back home after a few days of absence. The home remains not a warm family but like a hotel neither more nor less. Then one day, seeing that their children depend on the heroin for example, they are upset and reject all the responsibility to them. The conflict between parents and children, between the least youth and young reign permanently in certain families and companies. In fact, who is guilty and where locate the responsibilities?

Similarly, Is it necessary to point out that the social environment of the old time in villages and even in the cities does not resemble of that today? In the past, the child lived in a closed family atmosphere , under the supervision and the attentive care of parents. In addition, as the northern Vietnamese told, they do not know what to do with the money earned otherwise spending it for drinking and eating!

In effect, the Vietnamese youth today does not resemble  that of their 70s- predecessors and more, first because of the social unrest and then because of the accelerated transformation of the technique. But the main difference could be the experience of life, their concepts and their behavior by report to life. Several generations have had to undergo a very harsh during the time of war. But the struggle to survive also offered its positive side, helps them become men of character and to achieve a premature maturity. By entering early in life, the different assumed responsibilities  made them well experienced before the age. Despite all, them, the people of the north as those of the South Vietnam, have at least an ideal to continue to fight and to live. Some people insist on the psychological damage caused by the years, character trainer to solid identities.

Current time challenges
The younger generation of today does not know the war, nor the losses and the scourges caused by war, but it has other difficulties and problems that are unique. For example, it is a victim of a  transitional time and groping in the dark to search for a direction in life; good traditions of the former time seem disrupted; new values have not yet impregnated their spirit that is fully inhabited by the concerns, aspirations, the conflict between the new and old traditions and also by the drift, to the drift.

Today, because of rapid change of the social life, attitudes, the concept of education accompanying the conveniences of life, many varieties of the leisure, young people overcome hardly the seduction offered by globalization, confronting thus new challenges of the technological modernization, informatics and economic, of the plurality of the world culture. As well in young people, exist two movements that seem contradictory : movement of investment in the studies and that of the consumption. The youth of today are seeking with readiness to insert in the circle of the market of the economy because they realize that the knowledge and the gray matter are the springboard to find a high in society. Centers of languages, including tuition fees exceeds the possibilities of the average life condition families are yet plenty of trainees.  Similarly, the students of secondary education are also integrated in this movement to accumulate knowledge by following private and official courses from morning until 21 hours. They have no free time  for rest or to assimilate what they have studied at the school.

Some parents, after the time of work benefit of a free moment for courses of languages or to finish their university studies, sacrificing thus moments of leisure necessary to be  among their children. By contrast, beside of these young people seeking to teach themselves , there are yet a large number of others driven by the consumption movement The rapid development of urbanization, modern technology updated continuously, the easy access to the advanced civilization of foreign countries either through the Internet or by other means of communication, all of this creates among a large number of young people of today not only a thirst, a concern, a very large desire to cultivate themselves, an aspiration to rise in the life but also, show that they are on fashion and not in backlog. This is yet another challenge for young people.

Essential "Renewal »
Since the "renewal" of 1986, then came the lifting of the American embargo by 1994 and the entry in the Association of Asia (ASEAN). The foreign investors, Asian "dragons »  in head, have rushed to the assault of Vietnam, where everything is to rebuild. The system looses timidly and slowly. But Ho Chi Minh City has grasped the opportunity to reinvent. The former Saigon and its vast Chinese quarter of Cholon  remains the locomotive: "a rate of expansion of 14,5% in 1994 instead of 8,5% to 8,8% of national average » (The World 21 January 1994). Certainly, we imagine the horizon of skyscrapers that offer and provide the center of this metropolis. Today, Saigon smiles of all its teeth. Its vitality and brilliant resourceful spirit, have engulfed the whole Viet Nam. Saigon could well become Hong-Kong : it possesses all the diversity.

We have seen some Europeans walk down the street. Expatriated Vietnamese were beginning to join the Vietnam to visit their family. It was in 1989 only that the first expatriated Vietnamese brother has reviewed his homeland. Few panels in a foreign language of different commerce companies rose proudly before their office on the streets of the center of Saigon. Panels of advertising have changed both the content and usual red  and yellow color. The maxims, words of  Uncle HO such as 'the river may be tarry, the mountain flattened , but the words of Uncle HO remain unchanged" or "who likes the homeland, likes the socialism » dominated on all the city. Today, the bands of this kind are declining somewhat and are replaced by the warning of the contagion from the disease of the century (AIDS) and the prevention of the dependence of drugs, family planning. Also the multicolored panels of advertisements invade all spaces. The well-known brands present their products to the envy of the people and by all means of multimedia seduce the population. One sees glowing a small ray of hope.

More and more numerous, tourists choose the Vietnam as the "rendezvous of 3^rd  millennium » according to the language of services of organizing tours [2]. Most offer fairly common comments: the Vietnamese are very hospitable, permanent smile to lips ; a quantity of unimaginable mopeds ; disorderly movement; popular restaurants especially inns everywhere and always affordable ; cafeterias bursting even during the work time   people circulate at any hour and in all directions without stopping….

Cafeterias, place of multiple functions
In fact, cafeterias in Ho Chi Minh City are numerous. This is only a place to refresh, but still a favorable area where friends entertain, make of sessions, but also work. For example, to respond to the request of the society, some cafeterias reserve a special place equipping computers with Internet access for those who want to work seriously. Instead of staying in their office, they bring their portable computer to the cafeteria, to continue their work, feeling more comfortable and more effective than in his office. But, for a large number of people, as it is a familiar habit, before going to his office: the coffee ; a friend comes to visit us for example: at the café ; fifteen minutes of relaxation : at the café. However, the time of coffee is almost always extended. It is also a "place of work, negotiation," "signature" of the contracts of traders. One has fun often in saying: "This is not in the offices that we sign the papers, but in a feast". What strikes the most the eyes of Foreigners, is that the customers of those cafeterias are still very young, at the age of work, and that they do not realize the precious time lost in passing hours and hours for no benefit entertainment. The tourists only understand that in part the reasons for which the Vietnamese lose a lot of time in the cafeterias.

Near popular inns appear more and more luxury cafeterias , restaurants, rooms of "karaoke" with an attractive decoration  accompanied by lights that blink in the dark. Before those, parked luxury Japanese mopeds that cost up to 7000 USD. Young boys and girls who attend there, dress well to fashion, showing very expert and experienced this style of life.

Among these points of rendezvous  open 24/24 hours, disguise their owners, who do not see farther than collect money in spite of the transgression of the law, the dishonesty, pushing the young into an immoral life , a decadence of their future, toward death. One cannot refuse any initiative to seduce these young people who are coming forward in this risky path . The article "a night disturbed at the restaurant Song Ngoc [3] is a living example (photo, p. 231).

To 4 hours in the morning of March 9th 2005, the armed forces of the criminal police 113 in coordinating the police of the neighborhood 15 of Binh Thanh District Ho Chi Minh City, have put in implementation the administrative control of the restaurant karaoke Song Ngoc, located at No. 161, neighborhood 15 of the  Binh Thanh District, Ho Chi Minh City. In 15  Karaoke rooms at Song Ngoc, the police arrested provisionally 148 subjects, boys and girls. These young people , in multicolored clothes, under very mode, colored hair in red or yellow, gather in restaurant karaoke Song Ngoc, turn in bambochery over the entire night on 8 March 2005,the International Women’s Day, until the arrival of the unexpected police. After the over night of debauchery, all seem exhausted. Several of them are still half drunk, wavering because of the beer or exciting. The apparition of the unannounced police, young girls have sufficient time to seize a coat to cover themselves. Other underwear clothing and condoms are thrown into disorder everywhere in the rooms. These young people are all led to the prefecture of the District of Binh Thanh to test first the sign of the presence of the drugs. After a rapid test, the police has revealed that it is present in 101 cases over 148 among these young people. Information from different sources indicate that all the clients of this restaurant spent the night and when being excited by  liqueurs, beer, drugs, most of them unclothed to dance. At the same time, the police seized about 50 readers of video and a hundred sets of very modern amplifiers and loudspeakers  (photo, p. 232).

In effect, the restaurant karaoke Song Ngoc has been controlled several times in the past. It was sentenced to a fine by successive transgressions of the law on trade. The People Committee of Binh Thanh District presented a petition to the major authorities asking them to withdraw the authorization trade of this restaurant. It has not yet received an answer. Nourishing sinister lots, the owner of restaurant Song Ngoc uses fraudulent conspiracy to deceive the competent authorities. At the time when 148 young lead a troubled life  inside the restaurant, a lot of building materials occupy all the court to the entry with a sign indicating: "Work - Stop all activities".

Mini-restaurant karaoke Song Ngoc is a house of three floors of which the capacity exceeds a hundred customers. Thanks to this way of cheating in trade, Song Ngoc receives an income 100 USD / night/ room, be USD 1 500 / night. In addition, Song Ngoc has built two other rooms "VIP" much larger, reserved for great characters, and served for the performances of nudity. Customers who did the reservation of these rooms are the children of the rich,  using as ways of movement of the last cry, accompanying very young girls, very fashionable, making tattoo all kinds of animals on the body. The lowest price  of these rooms is equal to 18 USD per hour.

1-An epidemic of ecstasy among young people
In the Project of  integrating among young people of the "high society » in Ho Chi Minh City, the pioneers of the Prevention Office of crimes caused by drugs, are witnesses of entertainment disorders that they had never imagined. ECSTASY is in disposing a part of the Vietnamese youth until nil day after day.

The police of Nghe An (North Vietnam) in collaboration with that of Laos has arrested Tran van Hoi, born in 1972 in Hung Xa, Hung Nguyen, chief of a band of sale and purchase of drugs between Viet Nam and Laos since the year 2001 until today. According to surveys of the police, this network has managed to import clandestinely the heroine of Laos in Vietnam up to 18 times. On March 30^th  2005, the police of Hanoi, under the direction of lieutenant Tran Quang Trong has confiscated 5400 ecstasy tablets from a network of sale and purchase of Ho Chi Minh City – Hanoi where the main use is in  restaurants, bars, hotels, points of karaoke, such as Song Ngoc cited above. Each tablet costs USD 18- 22  These prices are only affordable for the rich young.

If for some years previously, the ecstasy has sold to detail and has been used sporadically, today the sale has exploded and become an epidemic widespread in several social classes : high and medium classes , foreigners of Vietnamese origin… including actors and actresses, and also pupils…

The restaurants, tracks of dance, bars are closed from midnight according the laws of Vietnamese Trade. But, by contrast, it becomes a very good deal for hotels and the points of karaoke : Song Ngoc, Minh Thy (Binh Thanh, Ho Chi Minh City), Thuy Truc (hotel of District 10 in Ho Chi Minh City). All days, after midnight, bands of young boys and girls come to buy a night of leisure. Almost all districts in Ho Chi Minh City offer these points to youth, responding to all their needs: halls with music and dance, strip-tease (thinning) and…. ecstasy. "There is a feast of anniversary, tells a policeman, in a room karaoke. Ecstasy is put into a dish in the middle of the table for those who want! Free! ".[4]

Toward 0 hour 25, Monday, April 11 2005, the police of Ho Chi Minh City has made an incursion at No. 6, Nguyen Trung Truc street, District 1 Ho Chi Minh City. It is a dance hall which attracts a large number of young people. At the apparition of the police, the administrators suddenly diminish the volume of the music and increase the lighting, which cut rightly the enthusiasm of "ecstasies". They show their dissatisfaction, scream and  put the bar in turmoil. At the same time, another group of  policemen control the cafeteria  "Sahara Music Cafe" at No 227, Pham Ngu Lao St, District 1, Ho Chi Minh City. It is a house of 4 m wide and 20 m long where swarm 100 "ecstasies". The stalk of this night was really abundant: 650 young detainees. They were subjected to an infection test of the virus HIV+ whose 100 among them were infected.

2-New fashions
Seeing their children well born, by feeding them and taking care of them during some 20 years, the aspiration and reward of parents are to see them become men, be useful to the society and  find there a stable position. Throughout their childhood, people of the family are interested carefully in their health in both intellectual and corporal . Whatever small scratch to face or body , they occupy to leave no scar. However, at the age of adolescent or adult, to show himself  fashionable, integrated perfectly to the social life, they have transformed their beautiful body, dyed their hair in red, green or yellow… or by being tattoo the chest, back… (photo, p. 234).

The current tattoo  includes several models. But the one the young people like the most is the product for the images called sticky. It is sufficient to paste to the body or take-off at its discretion. They are as beautiful as those of a true tattoo. The true tattoo is also in two categories: one, so-called temporary, is erased in a short time, the other so-called permanent  remains indelible. The second hurt very much

and left scars and yet the gang leaders love it. In reporting on social security issued on  television, is often seen these images of tiger tattooed, of dragoons on the whole body of gangsters. The mentality of Vietnamese does not accept  this way of life yet. They attribute this category to persons of a certain marginalization.

There are a thousand and one reasons to undergo a tattoo: blocking in the life, assertiveness of oneself, one’s maturity, disappointment in love, sometimes because of the critic from comrades or simply by a  light desire of originality of adolescents. Some believe that the tattoo manifest something very private to each, a personality, a life style in fashion. Outside of this, some benefit the tattoo to hide some defects of the body. Despite everything, "the individual stigmatized is in addition being advised to make as if he appreciated the efforts of normal people to facilitate the things. Het must accept the help and the sympathy that he has not requested, even if he often felt as an intrusion in his unjustified intimacy".[5]. I am going here of my comments and not of theoretical analyzes produced on the signs of registration of  corporal traces nor on the literature of stigma and identity of the young’s affiliations.

3- "Banalization" or negligence of the human values.
That is true that "the tree has its roots and the river has its source", the man who also has his origins and cannot be avoided as the preamble to the Convention on the Rights of the Child reaffirmed: "Recognizing that the child, for the full of his harmonious personality, should grow up in the family environment, in a climate of happiness, love and understanding".

When we analyze the causes and the responsibilities that lead the children to debauchery, it is also true that the education of human qualities requires the collaboration of three main factors: family, school and society. But, widening more deeply the problem, other opinions without great interest are emerging.

Some parents are complaining about the inefficiency of the school education : the humanist moral is not taught and  public morals are not protected... The school rejects the mistake on the parents: they  and not the school,  must assume the responsibility of their children’s education. Between expectation of families and the training at school, there is often a distortion, a misunderstanding. François Dubet seeks to know the aspirations of families and to understand why the school cannot respond at the outset to all of these to aspirations. The families are waiting of the school that it goes in the direction of ambient individualism  guaranteeing both training to the efficiency and an individual fulfillment. Behind "development", it must hear autonomy, psychology and moral ; and behind "efficiency", interest and performance. But, finds Dubet, "the school is responsible for too many ambitions for not to disappoint".

On his side Philippe Meirieu uses the expression "new contract Parent-Teachers" in analyzing the causes of non-cooperation between the school and the family and proposes a true renovation of relations between school and family. It is a kind of moral contract, in which the parents would have the role of questioning, to reflect the child. It would seem desirable that the "spaces to speak' within the family are a supplement to the function of the school, a place of roots that does not contradict the more universal character of the school.

The specialists, such Jean Piaget, agree to say that the moral conscience, which is installed little or no toward 7-8 years, is the result of a long process unfolding in early childhood and whose parents are the initiators. "To behave morally, explains Claude Halmos, psychoanalyst, it must first have been able to take awareness that the value, the good, exists. That is to say that there are  things that are worth more than the immediate pleasure, which are valid even to be suspended, or even that we  sacrifice this immediate pleasure". It considers that the first lesson of moral that must give of parents to their child spends by what Françoise Dolto called "the forbidden opposed to pleasure always sought because formerly known". "A prohibited, continues Claude Halmos, which means that the pleasure in life must not be the only guide". It is understood that the parents will have to state again quite of the time this Inaugural Lecture to their child when, in the adolescence, will wake up his impulses, pushing him once more to seek the immediate pleasure." [6]

Finally, the observation of young delinquents often reveals family problems: weakness of parents, selfishness in their affection, divorce-- Among children who attend the same school or live in the same neighborhood, some become offenders because of the irresponsibility of the parents. When parents are little available to look after their children, the wandering in the street becomes an index of the resignation of their responsibility. It is in family as to realize the transmission of values, such as respect, the taste of labor, the love. It is the family that shapes and models indirectly the future behavior of the child. The child must therefore find his place in the middle of his own. But important also is the mode of transmission. The slogan of 1968 "It is forbidden to prohibit" would it have done its  time? In fact, Olivier Galland, sociologist and author of a survey on the values of young people think that "the parents have never ceased to convey the moral values to their children, even in 1968. In contrast, he said, what has changed, it is the mode of transmission. The latter is now on the mode of the discussion and of the explanation, and no longer on the mode of the enforcement. And, particularly in respect of the stages of the child development now well known. ".[7] . A  Vietnamese specialist Phan Mai Huong belonging to the Institute of psychology, has given a figure that makes us concerned about the role of the parents of "spoiled" children. Her investigation on 104 young dependent on the drugs, illustrates the importance of the role of parents: 59,2% of parents never have  intimate interchange with their children; 40% do not know the situation of their studies and what they act; 53,1% are not paying attention to what happens to them ; 69,4% do not know where they are going ; 67,3% never know what they are doing and what they want; and about 50% do not care about friends that they attend[8]

The mother of a student of primary tells what she has received at her childhood: "In the past, my parents and grandparents taught us carefully several things about speaking, behavior, gestures of courtesy… because they considered them as bases of morality, of personality of a person. At that age, we did not understand all the meaning and usefulness of this beautiful personality, but at least it helped us to possess a healthy soul. Hearing a rude word, we felt something of shameful and embarrassing . Today, children live an easy life  and in a more modern society than ours in the former time. However, they are "poor" of  moral and   know-live."

Another lady who comes to school everyday to pick her child up tells: "My house is located near a school of the first cycle. During the free moments in the afternoon, I usually bring my child and go to the direction of the school in looking at the students play, gossip, very innocently. This image will always remain beautiful if it does not mix few spots of dialogs that spoil this beautiful image. A group of girls tease a boy : "Hello, Tuan black". The boy replies: "Black ? Do you want to 'try', just come…."  The girls do not give the ground , yelling: "If you dare… leave your pants!". Furious, the boy  bursts a blast of coarse words, very bad!

And yet another time. she comes to find his child at school similarly. She sees a mom who comes there also to search her child. Because she waits for a long time without seeing him out, she throws into the air the rude words in spite of other parents being around her. Her child appears finally and both start fighting. The child calls his mom "madam" and she insults him as "bad-educated", "gangster". Everybody shakes head, upset. ".[9]

In family or at school, it is often mentioned: "You must not lie, steal, hit the other, etc…" In any case, that the child accepts the rules of moral life or not, "only can vary the hierarchy of these values, notes François Galichet, professor of university at the IUFM (University Institute of training teacher ) of Strasbourg, but never their basis".[10].

This would be unwise to rain laughter's and mockeries if I said  the opposite. In reality, it is a very complicated question for asserting the responsibility of anyone . To learn to internals for example, the right use of  money and avoid unnecessary expenditures, the Brothers of my community appeal to parents to entrust the money to responsible. It is a point of rule of boarding houses. However, at the request of their child, some parents slide them always a sum of money, sometimes very high, without knowledge of the Brothers. When the money is gone, they run to the responsible for claiming the loss !

At the end of April 2007, the new Minister of Education Nguyen Thien Nhan has opened a forum on the problems of education and responded to some questions of delegates regarding those which are the  "hottest » : low quality of education, bad wage of teachers,  policy of dealing well with authors of classical text books , renewal of examinations... The complete education of a child obviously requires the consensus of three main educational environments to shape their personality: family, school and society. But the development of education also needs collaboration, co-responsibility of other departments: politics, economics, finance, society...For example, to resolve the problem of "to the wrong class," run the lobbies to enter in such a school or, to have a good note...the collaboration between school and family is necessary. But for the problem of salary, only the ministry of  economy could solve the problem.

It was insufferable, MR. Thanh has sued a lawsuit.

26- The thieves only"borrow » the money temporarily : Mrs N. T. S has realized that her credit card was lost. After having contacted the bank, a new announced him: all her fortune USD 500 is gone. A few days after, someone has discreetly put in her house an envelope which contains just the sum of money lost. A strange thing.
27- To compete because of a "Chat" leads to  the killing: 8 young people come to a point of the Internet to a "Chat. As there are now more computers for all, they argue and Le Trung Hieu has killed Ly Dai Hien with a blow of knife.
28- "Burning the house" , it is clear the image of the people’s Committee ‘s chairman of a district: history of the chairman of a district who has confiscated the land of 8 peasants without any just reason. This earth is allocated then to persons of the Cadre. Furious, these farmers have sued a lawsuit.
29- A too inhuman payment of fine  : The car No 53N-1344 carrying the workers from Ho Chi Minh City to Quang Ngai (center of Vietnam) for the  Têt (new lunar year) is arrested in Quang Ngai by the Traffic police  Everything was in rule without any transgression, but the police decided to hold the car for a day and one night for the following reason: "with the authorization of movement of 3 months, these cars have not the right to move more than 300 km! ". 550 USD of fine plus 45 USD for parking for a day and a night. Willy-Nilly, the driver  asked  his friends’ help in Quang Ngai to borrow  money because it was the last day before the Têt.
30- In the park Quach Thi Trang before the market Ben Thanh, Ho Chi Minh City, the police took on the fact sellers of drugs.
31- A specialist pick-pocket is adopted in the bus
32- Thieves of bicycles : A young boy of 17 years accompanied by his two buddies has stolen 4 bicycles in a house for rent. On the way to liquidate them, they are arrested by the Ward forces of civil guard 33- Death really insignificant: Mr. P. M. D. , 27 years, has borrowed the bicycle of his brother to exit. Because of the refusal of the latter, he ingested of the insecticide to commit suicide.
34- A container is troué : a container of cables was opened with an acetylene torch. A water pump and cables are stolen. The price of stolen objects is estimated at 2 500 USD.
35- Robber of a safe (Phu Nhuan – Ho Chi Minh City) : a thief is introduced in Nguyen Thi Hien’s house at 3 AM in breaking the glass window . He has managed to find the door key  and has taken the safe. According to Ms Hien’s statement, she lost 50 pure gold taels,VND 200 000 000 , USD 5 000, a watch, a mobile …
36- The match has not yet started (Tan Binh – Ho Chi Minh City) : The police took on the fact two people doing a bet on the final score of the next football match.
37- Fly of mopeds (District 12- Ho Chi Minh City) : Nguyen Dinh Hiep and his buddies have stolen a moped in District 12. According to the police’s surveys, those stole another the previous week, on the bridge of Quang Trung, District 12.
38- Pickpocketing (District 3 – Ho Chi Minh City) : Two guys on the same moped drew the sack of a young girl in driving a cycling in broad daylight in district 3. The passers shouted "the thief" and have pursued. They quickly overshadowed walk in a small street.
39- Lead the moped drunk (District11 – Ho Chi Minh City) : Ung Tan Thanh  bringing his buddy Vuong Vinh Cuong led his moto drunk at 2 AM. Being drunk, rolling yet at high speed, he fell and died on the road
40- Striking a electric pole (Thu Duc- Ho Chi Minh City): By 3:10 a.m.  the taxi driver No 52X-9926, born in 1982, ran his car towards the direction of Thu Duc. By exceeding the other cars illegally without able to control the high speed, he struck alone an electric pole, which completely crushed the front of the car.
41- Without control of the speed (Thu Duc- Ho Chi Minh City) : Pham van Cao, born in 1988, bringing his buddy Trinh Hoang Giang, conducts his moto towards Thu Duc (Ho Chi Minh City) with a very high speed. Without able to control his speed, he has had an accident, his friend is dead, and himself was seriously injure
42- Driver irresponsible (Ho Chi Minh City) : MR. Tri van C. , bearing his friend, led his motorcycle of Ho Chi Minh City toward the direction of Cuchi. It struck a trailer stationary board of the street and was seriously injured.
43- Car overthrown (Binh Dinh-Center of Vietnam) : it rains. Unconscious of the danger of the  slippery street , a bus overturns : 2 deads, 3 seriously injured.
44- Collision of two cars (Hanam-North of Vietnam) : Two cars entered in reverse collide. The front of two cars is completely distorted. Fortunately, there is no person injured.
45- The driver ran away after the accident (Dong Nai-South Vietnam) : The bus No 16H-5760 crushed the moped led by Mr. Phan van Giau  bringing Mrs. Vu thi bearing My. Both died on the spot and the driver of the Bus has escaped.
46- The coach heurt a moped (Binh Thuan – South Vietnam) : In this collision ; the driver of the car is seriously injured.
47- Without controlling the speed (Lai Chau – North Vietnam) : Mrs. Tran Thi Thuy led his motorcycle bringing 3 persons. Without mastering the speed, she died in leaping directly on the slope and the other three have been severely injured.
48- Without controlling the speed (Yen Bai – North Vietnam) : The driver of a motorcycle struck a pedestrian, death during transported to the hospital.

49-Limp Building in Hanoi, S. O. S. : The collective home of several floors in Hanoi is seriously declassed : the doors are not closed yet because the hinges are distorted, walls inclined as… the tower of Pisa in Italy. The house of 5 floors is similar to one of 4 floors, because the ground-floor has almost pressed completely. It is the case of the collective home C1, district of Ba Dinh, Hanoi
50- Arrestation of a criminal of drugs (Bac Giang-North Viet Nam) :  Mrs. Nguyen Thi Nga plays an important role in the network of purchase and sale of the drug imported from Laos. At the beginning of the year 2004, the police discovered this network and she found protection in a country abroad. This time, at the border of Vietnam-Cambodian, she is stopped.
51- Encroachment of sidewalks (District 1, Ho Chi Minh City) : On Vo thi Sau street, District 1, Ho Chi Minh City, the mopeds have the habit of climbing on the sidewalks along the park The Van Tam. What is curious  that there is always “the forces of the young volunteers “ present at those red lights to maintain the discipline.
52- Fatal Accident, District 2, Ho Chi Minh City: On the highway which crosses the 2^nd  district, a moped driver struck a car traveling in the same direction. Death on the spot.
53-  Sans-gêne (Discomfort) people,  Binh Thanh District, Ho Chi Minh city : at the crossroads of Nguyen van Dau-Le quang Dinh unconscious people throw garbage every morning in the middle of the street.

59- Smuggling Trade, Binh Phuoc – South-Vietnam: The River Tong-le-Cham linking Viet Nam and Cambodia is a region of very well known exchange of traders in smuggling. The goods are usual tobacco, refreshments. In each round, a smuggler can earn US$4 each and it is possible to make 10 revolutions a day.
60- Ambulant Goods, threat of disease, Ho Chi Minh city : The  people’s opinion  protested fo ra very long time against these ambulant goods sold to students in front of the the  schools gate because they lack of hygiene. However, this bell sound  has no echo.
61- Thousands ways of occupations for trade, Ho Chi Minh city : sidewalks, carriageways are occupied in several places in the city, which impede the pedestrians and circulation.
62- Noises which affect the life of citizens, Go vap, Ho Chi Minh City : being in the middle of  the Inhabitants’ neighborhood ,  noises produced by large machines in a sewing company of leather influence greatly on the life of neighbors. The walls are cracked because of this vibration. The victims have denounced this serious nuisance to local authorities, without any response on their part.
63- Small traders at the market Vinh Loc shouting SOS, Ho Chi Minh city : The traders have signed a contract for purchase in the long term to the market of Vinh Loc with the People’s Committee of this Ward . They do not understand why the local authorities oblige them  to be transferred, without any compensation,  to the new market built by a private. By contrast, they will have to pay a very high sum  for the new place.
64-  Air Pollution, Danang-center of Vietnam: Without safety device, the production plant in stone carving leaves the dust pollute the quarter to the prejudice to the inhabitants’ health.
65- Car accident by negligence, Ho Chi Minh city : a lorry No 54T-1306, is running on  Ly Thuong Kiet st, Tan Binh, Ho Chi Minh City, turned all alone by climbing onto the 2 ways separation limit .
66- A rare fire, Ho Chi Minh-Ville : The fire consumed an entire home at Binh Tan, Ho Chi Minh City. According to the owner, while she was cooking on the floor, a bulb was detached and fell just on the gas stove and the house has inflamed. Fortunately, everyone was able to escape.
67- Hospital harmful Waste , Ho Chi Minh City : Over 60 tones of hazardous wastes of medicine in only one day, it is a figure new declared by the statistical Environment office . Dangerous diseases caused such as viral hepatitis B, Aids…. take their sources in these wastes. But  most hospitals do not threat them seriously yet, and that  threatens seriously the inhabitants' health .
68- Ecstasy: Painful paradox (Hanoi): ecstasy, in some restaurants of karaoke, sells openly. People spend from 2 to 3 consecutive days in a restaurant in using the ecstasy. A specialized user admits: after three days in a restaurant near the lake Ba Mau, it has spent 3 000 U.S. dollars for the rent of a room and 8 000 USD for ecstasy.
69- Acts of two bad-educated bandits, Ho Chi Minh city: The Bus No 53N-2685 has left the Cars station  in Ho Chi Minh City by 6AM to the direction of Da Nang (center of Vietnam). At the departure  time , there are 15 travelers in the car. Among which are present Mr. Tran Trung Phuong and Mr. Nguyen van Dao. Because Mr. Phuong carries with him  bulky objects, Ms. Pham Thi Be requires that Mr. Phuong pays $5 as  baggage cost. Mr. Dao protests and requests the driver to descend and to reimburse the ticket. After a brief negotiation, they intend to $4, but Mr.Phuong does not pay immediately. Towards 23 h 50, these two gentlemen do require to stop the car. However, the driver continues to roll and stops only the car  a kilometer further as the place requested. Mr. Phuong descends a part of his  baggage and goes back in the car to take the rest. At this time, the owner commands the driver to put the car in road. Mr. Phuong shouted SOS and managed to re-descend, but Mrs. BE  orders to a help driver of tying Mr. Phuong. At the entry of the province of Quang Nam (center of Vietnam), the Traffic police stopt the coach for control and learn about this man illegally retained, and the culprits were prosecuted.
70- Elimination of two nests of brigands, Thai Binh – North Vietnam: In observing for several days the occupations of those reportedly to unemployment, the police discover they spend easily money for consecutive feasts, and even for the use of drugs. Mr. Tran van Duong is adopted the first and from what he admits the police arrest then his 3 accomplices who are real thieves, pickpockets .
71- Discovery of the real picture of a rogue, Ho Chi Minh city : Phan thanh Tong is done noble, always in great held, full of dollars in the pocket to fool the people. He is arrested finally and the police discover more he has posted on the Internet sexual pictures of himself with actresses.
72-The registration obstacles  into the family booklet in Hanoi: Since 1997, the criteria for registration in the booklet of family are applied according to the bylaw 51 of government and under the ministerial instruction 06. However, the registration has done arisen some problems focused on a condition of "legal house  and stable profession " which creates a true embarrassment for applicants. What house would be considered as legal? And a stable profession ? And this condition applies to what category? There is only one criterion and the police must resolve cases really complex. There are too many gaps between the text and the application, which fatigue the people.
73- The place where one declared the death of small souls, Hanoi: the  public and private hospitals, abusing the authorization of the authorities, have made curettages of the uterus to remove the fetus without any control of the competent authorities. You do not get the statistics of these cases yet, but according to Dr. Nguyen van Hai, vice-president of medical center of Thanh Tri (north-Vietnam), the Center should resolve at least 10 cases of abduction and provocation of abortion. And they are "small moms".
74- Leakage of the toll, Hanoi:  hundreds cars made  a detour to avoid a toll in passing through a hamlet by an beaten earth road . As well done, we can save 1 to 2 dollars. Heavy vehicles also take this direction although this is defended for the movement of cars weighing more than ten tones.
75- Discovery of a network of purchase and sale of ecstasy: The police of Hanoi took 2 750 ecstasy tablets at Mrs. Vu Thi le Quyen’s house. The band of Mrs. Le consists of 5 persons whose leader is Mrs.Le. They are always in contact with the help of a mobile phone and frequently change number. They have managed to allocate several times thousands of ecstasy in the provinces.
76- Judgment in haste to a fierce thief , Ho Chi Minh City : At the vicinity of Tan Binh market , Ho Chi Minh City, a young man is moving towards a moped No. 51 S6-4211, stationing on the sidewalk, and is preparing to flee with. Being on the opposite side, a soldier sent in recognition goes directly to the thief. Being discovered, the latter draws a knife and stabs the soldier but the latter succeeds in control him. The thief has already been 3 times imprisoned on the same faults. But it is not repented.
77- A taxi driver has been able to control two thieves, Ba Dinh, north-Vietnam: Two young men born in 1988 call a taxi to go to the crossroads of the hotel Thang Loi, and then at the crossroads Quang An. They ask the driver to change direction towards Dong Ngac. Incredulous, the driver led directly the taxi to the prefecture.
78- Thief at the foot of col Lung Lo, Yen Bai, North Vietnam: Mr. Vu Van Thuan works in a slaughterhouse. Passionate of cards games, he asked to his boss to advance him 5 months salary and he has lost everything. A day of the month of February, he met with Mr. Nguyen van Dan, his compatriot, come to the market to sell pigs. He requests Dan to lead him to their village. He draws his knife and  points on him requesting the money and the moped. Dan has stood courageously and the thief has fled. He was arrested later in Phu Yen, center-Vietnam.
79- Thieves of taxi, Ho Chi Minh City: Towards 2 a.m., to the appeal of a young couple, the driver of taxi No BKS 29N - 5060 stops and then led towards Cau Niem and runs finally to the rue  Vu Chi Thang where  these two young mastered the driver with the help of a knife and seizing a watch, a billfold, all the papers and  16 dollars, and then they dwarf in darkness .
80- Research of the convicted person which has already shed the boat Nam Bac 36, Hanoi: Going from Cam Pha to Mong Cai , charging 610 tones of coal, the vessel Nam Bac No. 36 was struck to port, which has been sunk quickly. Fortunately, the 8 people of the crew are unharmed. However, taking advantage of the black night, the guilty vessel  has taken the leak.

We see as well through these 80 criminal facts  presented in 4 daily newspapers: The journal of the worker, The police and Saigon liberating and The Youth the emergence of a trivialization of many forms of social deviances which give to readers the feeling of a widespread sruffiness . It is difficult to story a moral of the transmission of values in such a system and such a historic moment…
